		<description>I am going to say that it is both. You can use it to waste mass amounts of time, but you could also use it as a great tool. I do not use it personally but a co worker uses it as a professional tool and she seems to be doing just fine as that. She is able to keep her time structured and managed so it does not turn into a waste of time.
